UK Councils Intend to Dispose of Social Clubs and Sports Centres to Balance Books

According to a new poll of local authorities, English councils are planning to offload social clubs, athletic facilities, and retail spaces as they rely on a rapid disposal of properties to stabilize finances.

Increasing Fiscal Challenges Drive Asset Sales

The Key Cities Group for major urban areas in England stated that 60% of councils are intending to dispose of properties to meet the escalating costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for disposing of public land and open spaces to support their finances, but they contend they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

This coalition said that a high proportion of authorities attempting to raise money from a quick sale of holdings marked “a clear change from 2024, when the majority (six in ten) of municipal officials said they would prioritise restructuring services and using savings to manage increasing financial challenges.”

Detailed Cases of Planned Sales

One local authority in Kent said its asset disposal plan featured the disposal of a shopping centre in a local town and a community venue in another town to raise 20 million pounds over five years.

  • Gillingham golf club and commercial properties held in Worcestershire and Suffolk, which all provide rental income for the authority, will also be sold under the strategy.

Local Levy Increases and Broader Financial Pressures

This research of councils in the key cities group, which includes several urban centers, further found that over seven in ten of authorities will have to raise local levies next April to cover the rising cost of essential services, increased rates of homelessness, and a longstanding accommodation deficit.

Medway council said it will proceed with asset sales after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but certain measures take time to deliver both better provisions and financial savings,” stated Vince Maple.

He continued: “We face population challenges which will continue to add to the strains we have. As a local government body, we had a 91% cut in our revenue support grant from 2010-24, which is very challenging.”

National Patterns and Forecasts

A survey of county councils this week also found local finances being strained by the growing number of young people and older individuals needing Send support.

A network of councils said that council deficits will reach £4.4bn a year by the end of the decade, as they struggle to manage rising needs.

Ministers have put off scheduled changes to the special educational needs framework until the coming year after a white paper setting out those reforms has been postponed.

Disadvantage and Funding Gaps

Based on the latest indices of deprivation (IMD) for English councils, several key cities members were included in the most deprived in the country.

  • “Member cities like several major towns rank in the most deprived 30 nationally under the 2025 IMD measures,” said the report.

“While only a single urban area is in the ten most deprived for disadvantaged communities countrywide, urban areas are much more prone to be in the worst-off 20% of England. The figures highlights the extent of challenges facing local leaders across major urban centers in the coming year,” the analysis concluded.

“Local government leaders have been clear about the need for a fair and sustainable funding system that reflects and addresses the actual extent of disadvantage and need,” said a council leader.

“Lacking this, local authorities will continue to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the detriment of their residents.”

One in five of councils have cut or compromised social care provision in the last year, the study found.
